We want to add a "glow" or color change to the tab when the page in that tab has access to the camera/microphone data.  This is to make it easy for the user to see which tab is accessing camera/microphone data.  This is needed to pref on getUserMedia by default.

Also note that pinned tabs with content updates already glow, so we'd need to make sure these two effects go well together.

The mockups attached show tab color shifts that would indicate to users that they are streaming audio and/or video.
We're going to revisit what we want to do for a long-term solution, but for now this is handled by bug 799417
